Abstract
The present paper attempts to evaluate the persisting dichotomy
between the terms informal and unorganized sector/workers. The
usage and definition of the said terms differs significantly both
within and outside the country. Since a huge amount of labor force
is employed in these sectors the problem of its recognition and
coverage endows a great challenge towards development of human
resource in India. Further, the vagueness in terms create worthless
impediment in social security policy framing in India. The paper
throws light on the present bewilderment over the issue
